It depends on what this pony knows already.  Is he/she ground broken...does 
it know the basics of in-hand stuff?  If not, that's where you should start.  
If so, then you're on to getting it ready to ride...need to get it used to 
saddle/bridle, etc.  Then some lunge work (does it know how to lunge?). Then, 
finally, when it's ready, backing.  There are a number of really good books 
on the market that explain all this.  Check out your local tack shop or the 
catalogues that sell horse books (Breakthrough is good).
I love Welsh ponies!!  When I was a kid, it was my dream to have one...I 
think because they look like little Arabians.  And, Welsh/Arab is a really 
nice cross....
