The County is supposedly working on a plan to finance the new system.
The law didn't allow for a simple majority approval of new taxes, and
several of the Cities in the system didn't approve the system.  Going to
be interesting to see what they end up with, because of attempts to cut
the costs, then having to come up with the overruns that always happen
with things like this.
