Another work around, not sure if it works on the newer distros, but look at 
the telnetd switches. Adding  -P /FullPath/elebbs might solve the problem 
and prevent the users from logging in as bbs.

While I was running MBSE on Linux & later on FreeBSD, a bbs account was 
required as well. Using the work around prevented a user from logging in to 
the system as bbs, starting the bbs, and then logging in as themself.
