Yes! OS/2 Warp Connect contains both the Server and Client code, it can access 
files (and therefore programs) on other machines, and it can offer up files
(and therefore programs) to other machines.

However be warned that the DOS Code is a CLIENT ONLY, it does NOT contain any
Server code. Performing a fully functional Server on a DOS machine        
requires a LARGE amount of memory, and there is normally not enough memory
left after loading Sserver and Client Networking code for runing other tasks,
so most people do not consider this as a practical apprpoach.
