Actually it wouldn't have worked at all if I'd used the original NETMGR.CFG
because this version has a couple extra fields in the masks.  It wasn't my
editor that revealed this problem.  Bink showed a packet in my outbound
addressed to 1:867/0, which caused Bink to put a (!) on it.

OK, now this sounds promising.  If the older NETMGR was forcing INTL and
it's optional on 1.00, I'd have this problem.

I have 3 editors installed, and INSPECT also showed Zone 1.  They can't all
be wrong.  I'd guess the INTL kludge was missing.
