The report you quoted said that just opening a web page could run malicious code. So if I'm casually clicking here and there on the web, and if I ran across the malware reported, it would run as a user if I'm logged on as a user. In your example above, I (should) know that if I open an attachment that stuff could happen. The report was talking about just browsing a web page.
