Is he actually bald from the plucking? It's normal to preen and feathers do
come out during this process. If he's not bald in spots, it's not a problem.
First step is to get him to an avian vet to be sure there's no physical
reason for the plucking. The bird could have parasites or a nutritional
deficiency. Expect that this will cost about $120 total, including a blood
analysis. The same work-up on YOU would cost $500+. I think the work-up is
a bargain. This is a life-time companion. I've had blood work done on my
$40 cockatiels, without batting an eye. I owe them the best of care, even
the nasty one who bites.
Second step is to figure out if there are particular times the bird plucks.
Perhaps something is triggering it? Or is the house really dry in the
winter? If your skin is dry and itchy, chances are the bird's skin is, too.
Try a humidifier for both of you.
Or maybe the bird is just bored? There are some toys that are supposed to be
really good for feather pluckers. Try something with leather knots or
bristles that can be "preened."
There is a spray called bitter apple which is advertised as deterring
plucking. In all the accounts of feather pluckers I've read, this has NEVER
been credited with working. You end up with a naked, bitter tasting bird who
is probably sticky, to boot!
Good luck. I've never had a feather plucker, but have read about lots of
them. Some seem incurable.
