I partially agree with this. However, it is being done under a clause that
specifically mandates the counting of "free" people and nothing
more. The "something more", OTOH, is being done in support of
activities acquired in this century that are clearly NOT related to
specific, enumerated duties mandated in the Constitution.... which is
probably 75% of the activities performed by the federal government.
