There is a difference:
 
* In FIDO_SYSOP there was no proper rule handling this. It depended purely
  on mood swings and the size of today's black spots on the sun;
 
* In the case of the FTSC the rules are very well formulated and deal
  with the situation at hand

* In FIDO_SYSOP there was a lot of back-channel activity.
 
* In FTSC_PUBLIC it all is in the open
