Well, other scenarios, already in use, allow the parents to watch their
children in the classrooms via the web. I guess the same could happen
for the schoolbuses, with cameras linked to the 'net via wi-fi etc.
But it might be a temptation for pedophiles & terrorist to sit & perve
or plot, if they know how to access the cams.

I agree, and in any event it will fall to whoever is monitoring the
GPS & cameras etc to react to "situations". The "stress
relief" at
the front of the bus might end up being a hit with those who can
view & copy the tape, like happened here a few years when a couple
were caught on camera having sex in the War Memorial. It was quite
popular within the police force. :)
