The key thought in just about every statute or ordinance that allows
commandeering a car, requiring physical assistance, etc, is reasonable
grounds to do so. In a case requiring a lawful order, an explanation would
have to be given. You are right, the explanation might be very short, but it
would be required unless the explanation was obvious. There would be hundreds
of examples of required assistance which would be little more than common
sense duties any citizen would render, with or without an order from an
officer. As an example, it is amazing to watch how people care for their
neighbors after a natural disaster.
