If you allow ground cover, nitrogen fixes in the cover (especially with
things like vetch). When that is turned in the late fall, it nourishes the
soil, allowing a good number of years (say 6) of production.
"Fallow" does not necessarily mean the land isn't planted -- it
means that it doesn't have a harvestable crop.
