"Toolbars" -> "New toolbar"

Oh, righto.  I do that sometimes (mostly to turn off/on the language tools
and quicklaunch).  Where I have trouble is

a. trying to find space to right-click on a crowded toolbar (I autohide and
am compulsive about single-height).

b. errant keystrokes causing me to *create* a toolbar out of some unwanted
item.  This typically happens in the late evening, after tee martoonies.  I
am unwilling to employ the obvious cure.
