Yeah, sure. Kim proves that nearly every day with threats to nuke Guam or even
the USA, plus naturally South Korea. Some "defence".

You may not have noticed it, but the USA had had troops stationed in South
Korea since 1951 or so, and has bases in Japan and Okinawa, and good relations
with the Philliphines - and of course also owns Guam. So China isn't as
isolated as you apparently think. And if anyone is going into hysterics, I
would pick Kim Jung Il as the winner, although he's competing with a master at
that game in the White House.
So little boy threatens big boy. Big boy threatens back - but if push comes to
shove, he can wipe little boy off the map. And since little boy knows that,
he's careful to avoid crossing the red line.
