Some Moderators, when they decide they no longer wish to moderate an
echo, will hold an election in the echo to select a new Moderator, and
they give the password to the winner.  Others just abandon the echo and
throw it up for grabs.

There is a grace period of one month after the elisting expires and before
it is dropped from distribution when the echo is "up for grabs" - the
first person that sends in an update to the keeper of the Elist becomes
the new moderator.
