 Police AND fire was the promise in the ballot measure to the voters,
 but the PD spent the entire amount of the bond issue for the 800MHz
 comm center in its new HQ on broadway.  The FD's new dispatch center
 on Kearny Mesa set empty for 3 or more years because there was no
 money remaining from the bonds for the radios.
