(As the Mod or Co-Mod of several echos in FidoNet and 5 other nets, I say
the following): Yes, there MUST be a moderator of record, who literally
OWNS the echo.  The mod(s) can write rules for their echo, and run, (or
not run) their echo any way they see fit!  I carry one FidoNet echo,
(which shall remain nameless), that the Moderator shows up once every 6
months, just to renew the Elist listing, then dissappears back into the
woodwork, and lets the echo run itself.  Nothing is off-topic, though the
participants all act like ladies and gentlemen, and if someone misbehaves,
they find themselves moderated by any or all of the regulars.  It's a
friendly place - basically one big happy family, (most unusual in the
cyber-world!)... perhaps the name keeps out the "riff-raff."  I dunno.
But the nearest thing to rules it has is what's posted in the Elist.  But
I fear this is too far off topic, so I will now SHUT UP about it!
