It's a very tough call to make. I don't think that "finishing" the work is appropriate, but I also believe (as you do) that the unfinished work is as valuable an insight into the artist as the completed material. I don't know how that issue gets resolved; we would never have known Kafka if his wishes had been obeyed. If the writer truly doesn't want the material seen, it's in their hands to ensure that it stays hidden (but I'd bet there's still some part of them that says, "I'll finish it some day" or "I really can't bring myself to do this".).
