I think it's more to cover for 3H's lack of willingness to job to 
Goldberg, since the match with Goldberg should be under ten minutes anyhow.

I think something like the EC could work if the title was held up or if 
there were several people gunning for the champion.  But to have SCSA 
impose it simply because of some run-ins during a match and a desire to 
one-up Eric "oh, by the way, 3H/G is now no holds barred" Bischoff just 
sucks.
