I take exception to this for several reasons.   First, because I have 
proof that this is not always so, and secondly, especially on the .22lr, 
whcih has such a wide variety of ammo, it's assanine to make such a 
blanket statement and treat it as word-of-god (tm).
In comparing velocities from my 20" ruger 10/22 factory barrel 
(stainless) to the velocities of my 24" remington 514, here are the
velocity differences for the different types of ammo, averages of 10 or 
20 shot strings:
Winchester Super-X 37gr HP:
   10/22: 1167fps          514: 1159fps
Remington Viper 36gr TC solid:
   10/22: 1257fps          514: 1302fps
CCI Stinger 32gr HP:
   10/22: 1602fps          514: 1635fps
Obviously, sometimes a longer barrel adds a few FPS, but to say that 
anything over 13" casues a loss in velocity in all cases is just plain
wrong.
