The digital capability will be severely limited, due to SUpervisors
cutting to the bone because of the problems with funding.  They STILL
don't know HOW they'll pay for it, taxes are out, in most cases.

Unlikely, since SDG&E is on a GE system, and that won't help them, and
SDG&E is not likely to want to buy new equipment when their current
system works quite well for them.  Going into the COunty system  would

Exactly.  The Motorola system does NOT meet spec in most cases, and SURE
as heck doesn't meet the 'pre-install publicity', like the things an
Diego City Council used to get approval for the tax increase to buy
their system, that it 'would result in faster response from the Police'.
 If you DON'T have enough Officers to answer the calls, NO radio system
will help response times.
-> Even Highway Patrol IF they can get off their behind.
CHP isn't going to install new radios just to talk to local agecies,
they'll continue to use patches.  They CAN'T change to any higher freqs,
since they have far too much area to cover, and VHF lo is best for that.
