Most of the framers of the Constitution (those who wrote it) were
lawyers.  Except for one phrase, the entire document is very readable
in layman's terms.  The 2nd Amendment was an addition, a safeguard,
to ensure the Republic would survive a government gone amok.  That
is why there is no `notwithstanding' word included in the amendment.

IOW, a government gone amok can be overthrown by the people, via
armed militias created by the states.  Individuals within those
militias have the freedom to own weapons.  Not necessarily all the
people in the general population.

The so-called American Revolution was not really a revolution
at all, but rather an anti-revolution or means to keep or maintain
the status quo.  Had the British simply gone home, everybody on
this side of the pond would have been happy, and there would have
been no war at all.  This was clearly expressed in the Declaration
of Independence, signed by Thomas Jefferson & Co.
