Try this: First open up all the relays so that you can get to the
contacts.  Then cut some harrow strips from a common brown paper bag,
(like you get at the grocery store), and use them to clean the contacts.
Simply slip a paper strip between each pair of contacts, press the
contacts tightly together and pull the paper through.  Open the contacts
BEFORE you come to the end of the paper so that they don't snap together,
or you may drive any impurities, (dust, etc), into the contacts instead
of removing it.  Do this several time for each pair of contacts, at least
3-4 times or until the paper no longer shows a dark mark.  If the problem
is caused by dirt/dust in the contacts, or if the contacts have become
oxidized this should cure the problem.  It is also possible that the
spring tension is out of adjustment in which case it can probably be
adjusted, a spring could have come off, or a relay could just be worn
out.  (Has the unit seen a lot fo service?)
 
Another possability is that a transistor has become intermittant, in
which case it will require signal tracing to isolate the intermittant
stage.  The way you described the intermittant nature of the receive
would suggest to me that this is the likely cause.
