Actually, most states mandate what gets cut, and the school board has no 
discretion.
For some ADDer's sports or band may be the only thing at
TK>which they ever acceled at.  What happens next is even more
TK>deplorable, they start laying off teachers, which only makes a bad
TK>situation worse.  Teachers are already stressed enough without having 
to
TK> handle the number of children that two teachers would normally
TK>handle.
In NY, teacher layoffs are not part of the mandated cut backs. So, 
voting down a budget to get back at the teachers is pointless.
WHAT NEEDS TO BE DONE IS TO EITHER
TK>1. GET THEIR ATTENTION BY GOING TO AS MANY BOARD MEETINGS AS POSSIBLE
TK>AND    MAKING ENOUGH NOISE EVERYTIME.
Most of the real loud whiners do not show up. When I was on the Board, I 
asked one at the last meeting before the budget vote where he was six 
months ago. No answer.
TK>2. LEAD A CAMPAIGN TO VOTE THEM OUT.
Depends on the issues.

Often, the school board is powerless to affect several areas.
