Yes I know about it, I also know arin announces when they are using a new
block that's on the bogon list which of course then forces it's removal
from the bogon list.

But who cares, if the address you have for your home DSL account is on the
bogon list that just means you'll need to use a mail server that's not on
that block, nobody is blocking browsing from unused IP addresses (well
nobody who hosts websites anyway).
