Oh heck yeah, spammers have been using bogon space for over a year now,
they also hijack regular used blocks of IP addresses to spam. All done via
bgp advertisments.
Floods are now done via floodbots, way more of a problem than spoofed syn
floods (and most ISP's are doing ingress/egress filters now a days)

I don't think I'd word it that way, lets say the cost of router capacity
hasn't come down as the requirements for more capacity have gone up.
There are big gaps in router capacity as well, for example a cisco 7206
runs around $50,000 with cards, but the next step up Juniper M160 runs
about
$500,000. That's a real expensive upgrade. Imagine if you needed more cpu on
your desktop and the upgrade was going to cost you 10X what your current
system cost you, wouldn't you look for ways to reduce cpu use?
