County clerk started refusing to accept those certifications of non-residence and the gendarmes continued to harrass GIs over that until the state DMV finally told the county clerk to obey the law and issue the plates. Had I been running the state DMV I'd've asked the base to give me the use of a broom closet someplace and set up a state DMV office to issue non-resident plates - and cut Sarpy and Douglas (and to a lesser extent Cass) counties out of the loop completely (the counties get to keep most of the registration fees).
