With NW 3.1x you cannot do that, unless that changed with the last 312PTx 
(x=8 or higher). You get some errormessage.
NW 4.10 sees memory abouve 16 Mb without tricks (duno if thats always the 
case, but on some non-EISA, ISA/PCI systems it does see 32 Mb).  But, I 
rarely see servers that do NOT have EISA too (most servers I see lately are 
EISA/PCI or MCA/PCI and I once saw an MCA/PCI/ISA).
