    That's about typical for the rehab industry.  Programs are so short that 
relapses are the rule.
    If he's not too far into dope and is just experimenting, call the local 
police.  Ask them if they can arrange for him to visit a mental hospital 
where the permanently-screwed-up addicts are.  A friend who's a cop got his 
kids who were "curious" about dope uninterested in it fast at about that age 
that way!
