A birdie tells me that certain resident antispiware utilities may hook a
file inspection facility available to antivirus/antimalware utils.  If the
AV util in question has been uninstalled, and hasn't reset the chain
properly, all file downloads may a. fail silently (nada on disk) or b.
produce files that have r/w permission for nobody at all (just can't be
opened by any API). Lovely.
