I've heard that arguement re: all sorts of helmets over the years...
mostly from people who don't want to wear one...
Given that most covers are made of very light lycra fabric, and occasionally
some more water resistant, but similar weight fibre, and that they are some
what tenuously attached (light elastic band, if not elastic fabric), I don't
know what the problem is...
given the energy being considered in any forceful hit, this stuff usually
disintegrates at first contact anyway... my shorts sure did... and the fibres
in my jersey (heavier) simply plucked a few out and broke...
I do know that there are some real problems caused by helmet design...
and these have been addressed by many helmet manufacturers... especially
those for car racing... not to mention military and civilian agencies...
Protruding bits... be they the helmet edge, vent hole edges, straps, buckles
, visors, helmet lites/batteries, cameras, all pose greater risks to anyone
wearing a helmet for whatever purpose...
I've been involved in recovering the body of a chap who died by hanging
during a caving accident... his helmet wedged in the crevice he was 
egotiatin
and took his whole weight on the neck strap... even with the old style 2 d 
in
quick release, he could not free himself... nor did he want to, since he was
many feet in the air otherwise unsupported... he strangled... There was a
fair bit of discussion in caving groups about things related to the 
ncident..
But none of the 'fixes' would have helped him... OTHERS YES.
What about the factors such as the angle of impact, the surfaces contacted,
the actual forces involved, and the basic limitations of the human body...
Rock Climbing helmets were capable of stopping much larger impacts than the
wearers neck could... if the body was immobilized.  But does that mean they
should not be used...
I certainly won't worry about a piece of flimsy cloth, UNTIL all the other
factors fade away... Especially when those conditions that would warrant a
cover usually restrict the degree to which I would ride, to basic levels
anyway... that is lower speed, more careful to avoid hazards, etc... thus
reducing the hazard of snagging something at speed... by reducing the forces
involved to minimal... considering the helmet covers small chance of being
a threat overall, it would now be absolutely insignificant MOST of the time.
