Maybe I was thinking of this, although after I wrote, I seemed to remember
reading something like this in South Africa. But it's been a while back, and
I'm not really sure.
But anyway, even a buy back program would have to be carried out on a massive
scale to be effective. Even old guns can kill people - think of the Luger,
first made in 1908.
