It is not likely than anything can be completely harmlessly smoked
due to the byproducts of burning carbon-based substances.  However,
marijuana (and I assume other herbal substances) can be heated to the 
temperature (lower than the burning point of the herb) at which the
desired chemical in the herb is released as a vapor.  This is
particularly useful for the ingestion of marijuana as a treatment
for lung lesions, and it may be a very effective way of using other
herbs that are supposed to have medicinal effects on the lungs --
depending on the substance in the herb that is desired for the
treatment.
