Well it is not a common occurance but it has happened. Particularly
with Cutting Edge Medical Equipment. It was a moot point to fight it too
much also because Very Few had the4 capability to take care of the
equipment anyhow. I am sure though that the "Boiler Plate" fro VA
purchase is written quite a bit looser then fro Mil Spec Equipment.
Interesting thought in the One Case we did fight to the end, Eventually
Lost, we really cut off our Nose to Spite the Face. As the Contractor
simple withdrew ALL support and we were Forced to Replace the equipment.
This was for the Computer Controlled Environment system. And When we got
smart and wrote a very hard nosed Specification about TM's several of
the Desired Bidders simply didn't Bid on the replacement equipment!
Forcing us to accept Second Best, or Less in Quality!
