I'm sure you would know that most delays when a computer is a member of a domain are due to the computer trying to register with a master DNS server. If it is in a domain, check the DNS again. Maybe a firewall is blocking the traffic. Perhaps use another computer to monitor network activity while the problem machine boots. When it has booted and logged on, use nslookup to see if domain queries are answered.
