Bart PE http://www.nu2.nu/pebuilder/  is the closest thing.   For this
case, GZIP would have to support saving all the NTFS file attributes
including encrypted files (if any).

   The backup drive could be Fat32 as long as it is large enough to support
holding your backup data.
