I can't by that.  I don't remember anything about it in
the classes I took on international law and the 'rules
of warfare'.  As a matter of fact when you call for
artillery fire one of the things you include is your
target and one of the most popular is "troops in open".
Usually followed by either "HE quick" or "ICM".  Of
course the sadist will use "one in three, willie
peter".
