This sounds like it might be due to missing language prompts.

Go to Elconfig > mgr > languages > english > language text and scroll
down to the end to see if there are missing prompts there. If there are
prompts missing at the end they will all appear the same, and when
you highlight one with the cursor its default text will appear on the top.
If the default and the actual text dont match, press Alt-D to replace the
text with the default, and repeat for every other prompt which is wrong.

If thats not it, see if you are able to read your message base manually
from your message menu. The default LOGOFF.MNU attempts to put
the logoff message into message area 1, so make sure that this is
a valid message area that you are able to post a message to and
read it back afterwards.
