 In the modern Electronic World that is Not Unusual NOR Illegal. When I 
orked
at SAn Diego VA Medical Center we tried using the FULL FORCE of the Federal
Goverment to get "Restricted" service manuals and FAILED. A Manfacturer has a
RIGHT in this Country to Protect their Information.
