I don't think the update described on that page caused an automatic install
for me, which leads me to believe it was not by design. More likely
defective software than lack of discretion, if it makes a difference.

Or it could be that for some people, something else caused their system to
reboot, which I think causes a pending update to install itself when the
system boots up again. There is a "shut down without updating"
link on the shutdown dialog when you are not an admin and there is an
update pending.

On the other hand, I seem to remember the WU mechanism itself updating
without prompting me, which I did not like.
