I've used both TS and Remote Desktop extensively and have never see either
fail to honor the client request.  Citrix always seemed very unpredictable
to me, but I haven't administered a Citrix product since Winframe was a
standalone product.

FWIW, I typically run these sessions at 1152 x 864 because my desktop runs
at 1280x1024 and I like to have access to my own desktop along with the
full screen remote session.
