Of course it's not illegal, but Fidonet policy has little to do with the
law. It's against the policy of Fidonet to force something upon another
node's system against their wishes, and it's against policy to refuse to
respect their wishes when they ask you to stop doing the thing to their
system that is against their wishes. It's against policy because it
constitutes excessively annoying behaviour.
