   Ward counted the votes in the IC election that occurred when he was
   elected to replace Satti.  There really isn't much to count with only
   6 people eligible to vote for IC.  The votes were cast in the echo
   that all ZC's see (ZCC) and all of the ZC's counted them.  When the
   result was clear for all to see, it was announced.

   Most of the section you quoted would be relevant to a zone wide
   referendum (e.g. policy revision), but not to the simple counting of
   six votes cast at the table so to speak.
