If you can buy a secondhand household power meter from a junk shop, that would show the cost of running the pump. Often these are available for as little as $5. A simple way of showing the percentage of time it's running would be to connect a mains driven electric clock across the pump motor. The clock would run only when the pump was running. Checking the time shown on the clock every 24 hours would let you calculate the % of time the pump was on. Nowadays, mains driven clocks are rare, but you can use a relay across the motor to switch a battery clock on/off.
