It's never been done because it's never been a problem. If the user
controls the machine and initiates a restart, the program asks if you want
to save your work first.

Of course if someone else decides to restart the computer while the user
isn't then, well then it's a problem but usually we don't worry about that
sort of thing because we control our machine, until recently anyway..
