  And have you discussed it with the IC?   I believe I recall that it
  was discussed with the previous IC (who is in zone2) and he had
  rejected the idea.  The new IC may or may not be receptive.  It
  behooves your group to put together a solid case as to why it ought to
  happen and present that to the IC.   It would also seem reasonable to
  make preliminary contact with him to get a sense of how he feels about
  it.
