We have rules in California too, but I wish ours were as low as yours. 
Elementary schools can go to 32 (33 in some grade levels). More than that, 
and the schools can be fined for each class that exceeds that level. (Some 
schools just pay it, tho...if only one class exceeds the level, it's cheaper 
to pay the fine than it is to hire a teacher.)
