Not sure what you mean there, but Fidonet's Policy4 is very enforceable, and 
there are some things you just don't do.  The hierarchy structure makes it an 
enforceable thing and it works.
Now for example, even as Moderator, I do not have the authority to permit 
encrypted messages on this echo.  There is some doubt as to whether I have 
the authority to allow digital signatures.  There is very little else, 
however, that constrains me, as moderator.  Some basic technical policies, 
but nothing too far out.

Oh, I know........and it's only going to get worse before it gets any better. 
Good thing the cost of moving mail is insignificant anymore.
