HS environments sure don't show it when they're run with such a high
degree of regimentation.
If 17-year-olds were so "responsible", HSs wouldn't be so regimented but
would be run as the free environment (no study halls,
come-to-class-if-you-want) that colleges are.

Maybe you're right, but the expectations are just _unrealistic_.
Ask a campus-police officer what proportion of the serious problems (like
assault and rape) he deals with involve severe intoxication.
