It should work fine with telsrv.exe, so I suspect there is some other 
reason.
Do you have the RA or ELE environment variable defined under
Control Panel > System > Advanced > Environment Variables >
System Variables?

I.E.: RA=C:\ELE

(there should not be a trailing slash)

To make sure they are defined, open a new command prompt and type
"set" and see if at least one of those variables is defined.

Another possibility is that you may have multiple CONFIG.RA files, and
the one in C:\ELE does not have the right node path.
